Sounds like it might work but, Do NOT dowel into the old slab supporting the walls! Let the floor and the foundation stay seperate this will allow the floor and walls to settle at different rates (which it will) and not crack the slab.

Most of the time an old driveway makes an awesome solid base as long as the increase elevation is not a problem. You will most likely want to place a thin layer of sand or simular media down to allow the new slab to expand and contract independently

Concrete has a high ph as in alkine not low like acid. After the concrete is cured (without any sealer applied) you could wash with a mild solution of muratic acid and water. This will neutralize the surface ph though I don't know for how long.

If you are pouring 2"+ you should not need to bond to the existing slab. You will do best with aggregate no larger than 1/4 or 3/8 inch. A MRWR (mid-range water reducer) will be helpful both with shrinkage control and with reducing bleed-water(
